Cover written from Chefoo 23 Feb 1899 to the Surgen on "H.M.S. Barfleur" at Wei-Hai-Wei bearing Chinese Imperial Post SG 110, 2c red tied by Chefoo dollar chop mixed with Wei-Hai-Wei courier post SG 3, 2c scarlet (un tied). The local post paid the rate to the ship but this remained uncancelled as the letter was handed to the Surgen in person. (pt)
